Compensation: $1,000-$2,000/week, depending on experience.
Employment Classification: Independent ContractorTimeline: Full time from January 11, 2025 through June 30, 2025. Primary Election Day is June
23, 2026

Karla Silvestre (karlasilvestre.com) is running in the Democratic Primary for an At-Large seat on
the Montgomery County Council as an experienced leader with deep experience connecting
people with opportunities, fostering robust engagement between decisionmakers and the
communities they serve, and overseeing the operations of the nation’s 15th largest school
system.

We are seeking a campaign manager to help develop and operationalize efficient county-wide
outreach, assist with fundraising, oversee all day-to-day operations of the campaign, and help
set and refine strategy with the campaign leadership team (including the Candidate, Treasurer,
and other key volunteer core team members).
Responsibilities include:

● Develop and oversee all aspects of the strategic planning and execution of a
county-wide campaign plan, including Field operations; Communications; Fundraising;
and Volunteer Recruitment.
● Develop and execute an aggressive fundraising plan focused on small-dollar donors.
This work will be performed in close collaboration with the candidate and treasurer.
● Facilitate house parties, meet and greets, community and other events.
● Work with Communications team to organize a proactive and strategic media campaign,
including social media posts, media outreach, letters to the editor, editorials/op-eds,
press releases, outreach emails, and other written materials.
● Track voter contact in the Voter Action Network (VAN) and manage complex data sets,
with support from expert volunteers as needed.
● Manage the candidate’s time/priorities and maintain a calendar. This includes staffing the
candidate at events during the day, at night, and on the weekends.
● Coordinate with a team, including Field coordinator, Communications team chair,
Canvass operations, other core team members.
● Help identify and secure endorsements from key allies, both individuals and
organizations.
● Recruit and guide an army of volunteers with varying skills and experience, including
students.

● Organize trainings for field team as needed.
● Partner with the Communications team to develop voter contact materials, such as door
knocking and phone banking scripts etc.
● Coordinate with vendors in particular with vendor selected for campaign mailers.
● Oversee, along with the Communications chair, the development of paid media (online
ads, direct mail) including production, distribution, and broadcast.
● Serve as an on-the-record spokesperson for the campaign and coordinate statements
for campaign spokespersons.
● Manage fiduciary oversight, legal administration, and adherence to campaign finance
reporting requirements. This work will be performed in close collaboration with the
treasurer.

Desired qualifications:
● Familiarity with electoral organizing platforms, such as the Voter Activation Network
(VAN), and other organizing tools like Donor Box and more.
● Excellent work ethic and a passion for winning.
● One or more cycles of electoral campaign work.
● Ability to work on multiple projects with tight deadlines and on many nights and
weekends.
● A proven track record in coalition building, grassroots or field campaign organizing.
● Team player–the ability to manage conflict with savvy and maturity, including experience
working with volunteers
● Strong writing skills.
● Excellent follow-through and attention to detail. This position will require self-discipline
and organizational skills.
● Ability to work with diverse communities and serve as a team leader.
● Ability to work with and utilize guidance from an already established base of volunteers
who have extensive local and national elections expertise.

 

About the Candidate

Karla, an immigrant from Guatemala, has devoted her service and career to helping people get
ahead by advancing their education and connecting them to jobs and other opportunities so
they can take care of themselves and their families. She moved to Silver Spring, Maryland,
nearly twenty years ago for the jobs, schools, and public amenities that have enabled her family
to thrive.

She was elected to the Montgomery County Board of Education in 2018 and served as
president for two consecutive years, providing bold leadership and direction to drive significant
improvements. She currently chairs the Fiscal Management Committee, where she leads the
work to monitor the system’s $3.6 billion budget. She has focused on improving student
achievement following the pandemic, return on investment in education, recruiting talented
educators, and ensuring students are ready for college or the workplace upon graduation.
Karla has 25 years of experience in education, community engagement, and workforce
development. She works at Montgomery College as the director of Community Engagement,
where she helps county residents connect with educational and workforce opportunities.
Previously, she worked for Montgomery County government as a community liaison in the Office

of Community Partnerships, helping residents engage with county government and county
government to respond more effectively to its residents.

Karla has two daughters who are graduates of Montgomery County Public Schools and lives
with her family in Silver Spring.
