Executive Director

The Maryland Democratic Party (MDP) seeks a proven leader to serve as Executive Director. The applicant must possess strong organizational skills, outstanding written and verbal communication skills, a collaborative management style, and an understanding of Maryland politics. The Executive Director is responsible for developing a comprehensive plan to ensure victory in 2024 and beyond, managing the senior leadership team of the party, overseeing day-to-day operations, and report to the Chair of the Maryland Democratic Party. The position is based in Annapolis and will require extensive statewide and periodic out-of-state travel. 

Job Description:

The Executive Director will be responsible for creating an organizational structure for MDP and long-term strategic plan that will emphasize organizing and outreach, local and regional stakeholder coordination, data modernization, robust year-around Party communications efforts, maintain programmatic budget,  and grassroots and high-dollar fundraising.

The Executive Director is in charge of all day-to-day operations of MDP, the management of all full and part-time Party staff and consultants, and reports to the Party Chair.

This person will work in close collaboration with the Democratic State Central Committee (DSCC) and will keep them regularly informed of relevant activities.

Staff Supervision and Day-to-day:

  • Hiring and supervising staff and performing periodic performance reviews.
  • Reviewing and guiding staff projects and fundamental responsibilities in accordance with the Party’s needs and goals.
  • Implementing healthy and thorough HR practices including those related to sexual harassment and workplace misconduct.

Fundraising, Finance Administration, and Reporting:

  • Coordinating with finance staff, consultant(s), and/or other vendors to monitor and maximize fundraising efforts.
  • Ensuring all campaign finance reports, tax returns, and other required reports are filed and managed accurately and in a timely manner.
  • Creating and implementing  MDP’s annual budget to maintain adherence to long-term staffing, programming, and Party building objectives.
  • Working closely with operations staff and consultant(s) to manage day-to-day finances including bill payment, vendor management, income receipt, and related compliance measures.


  • Working with the Data Director to modernize the Maryland Voter File and to implement statewide programming to foster increased collaboration among Party stakeholders at every level.
  • Ensuring the quality and accuracy of the Maryland Voter file through collaboration and supervision of appropriate staff.
  • Knowing the fundamentals of Votebuilder and its application for Maryland campaigns fromfederal races to local races.

Party Building and Organizing:

  • Planning and executing a long-term organizing strategy with a focus on outreach to key constituencies, statewide voter registration, recruitment, training and management of volunteers, candidate recruitment, and the development of Party infrastructure in every corner of the state.
  • Working with organizing and political staff to carry out long-term planning to ensure that MDP is meeting supporters where they are and responsive to their interests and needs.
  • Communicating with local Party committees, Democratic campaigns, volunteer organizations, and other Democratic stakeholders to drive increased coordination to ensure that Democrats are working efficiently and effectively in the pursuit of our shared goals.
  • Working with local and national caucuses to identify, mentor, recruit, and train Democratic candidates for state and federal office.

Communications & Digital:

  • Supervising communications staff to issue press releases, speak out on important issues, hold Republicans accountable, and highlight the accomplishments of our Democratic leaders.
  • Supporting the Chair and Maryland Democrats as a communicator in helping to review or prepare statements, talking points, and direct communications.
  • Overseeing the development and production of Party-building and message delivery tools.
  • Working with staff to ensure the MDP website and social media channels are current and well maintained.
  • Supporting a consistent news media presence for MDP including competence as it pertains to on-air TV and radio interviews and social media experience and agility. 

Managing Party Operations in Maryland and Nationally:

  • Developing and maintaining professional relationships with Democratic Party leaders, national Party committees, Democratic campaigns, elected officials, key constituencies, and donors.
  • Organizing all meetings of the DSCC as required by state Party bylaws.
  • Acting as liaison with the staff of the Democratic National Committee (DNC), Association of State Democratic Committees (ASDC) and other organizations as required.
  • Attending ASDC and DNC meetings.


  • Demonstrating an understanding of all aspects of elections, including campaign techniques, campaign planning, targeting, polling, and get-out-the vote programs and vendor selection to assist in these endeavors.
  • Assisting in the planning and execution of MDP campaign strategies and programs to help elect Democratic candidates statewide.


A qualified candidate should have a minimum of seven (7) years of professional nonprofit, business or political campaigns with at least four (4) years of senior management experience. Specific skills needed for the position are listed below.

Skills Required:

In addition to the skills enumerated above within specific job responsibilities, the following skills are also required:

  • A clear understanding of all aspects of winning elections including state-of the-art campaign techniques, new technology, campaign planning, targeting, polling, election law, grassroots/issue-based mobilizing and get-out-the-vote programs.
  • Ability to establish and maintain a credible reputation and high-profile presence in the community and in the media on behalf of the Maryland Democratic Party.
  • Knowledge and understanding of political dynamics within Maryland.
  • A strong and purpose-driven leader who seeks to build a team that is professional,motivated, works well individually and collaboratively and can work efficiently in the absence of the ED as needed. Creates a culture that is more supportive than competitive.
