The Maryland Democratic Party seeks a Data and Technology Director to manage the day-to-day voter file and technology needs of the State Party, county party organizations, state and federal campaigns.
Responsibilities
- VAN Administration
- Statewide Administration of every user and committee within the state
- Onboarding new users and permissioning user access. This will include maintaining and enforcing data best practices and data sharing within VoteBuilder
- Creating and managing VAN campaign committee access in compliance with state finance laws and regulations, and the DNC and State Party User Agreements
- Creating target universes for voter contact with or without help from coordinated campaigns or sister committee data staff
- Troubleshooting and answering user questions via VAN Support Requests, and escalating to VAN and/or DNC staff, as necessary
- Working knowledge of (or willingness to learn) all aspects of campaign committee setup (ie: scripts, report formats, events and event types, user profile hierarchies, survey questions and activist codes, MiniVAN setup, scores, canvass and contact results, phonebanks, turf cutting, etc.)
- Providing VoteBuilder training to elected officials, candidates, and their campaign staff, and state party users, activists, and volunteers
- Completing post-cycle cleanup, including the offboarding and deactivation of committees and users, removal of targets, scripts
- Voter File Updates, Vote History, and Issue Troubleshooting
- Obtaining regular voter file updates, if not monthly then at least 4x per year, and uploading the voter file via Portal with pertinent, DNC requested information
- Reaching out to the DNC Community Team with flags regarding changes on the voter file including but not limited to format changes, data changes, concerns, etc.
- Acquiring Polling Location Data from State and Local Election Officials
- Formatting and uploading voting locations to VoteBuilder and the DNC data ingestion tool (VLP Sheet) in an expedient manner
- Working with DNC staff to launch voting location information on IWillVote.com and LBJ Voter Protection tool
- Updating voting location data on an ongoing basis as changes are made
- Managing the State Party Phoenix Instance (DNC Data Warehouse)
- Possessing or willingness to learn about data available to state party data staff in Phoenix/BigQuery
- Vetting and onboarding down ballot committees and their campaign data staff
- Managing user data permissions via Portal
- Answering basic questions about Phoenix dataset usage and SQL queries
- Offboarding and auditing users post-cycle
- Establishing a working relationship with state and local election officials for election, voter file, registration, vote history, and voting location timelines
- Regularly attending DNC and VAN training events to obtain and enhance data tool knowledge
- Access Tech Documentation for existing processes
- Reach out to DNC Community Team for questions
- Working with DNC and Sister Committee Staff (DCCC, DSCC, DLCC) to complete program goals within the state
- Partnering with and communicating with the ASDC when issues arise with data gathering or partnerships within the state
Core Competencies
- Expert knowledge of VAN / VoteBuilder
- Experience working on a statewide campaign
- Proficient in SQL
- 1+ cycles of experience in a data role
- Experience with targeting and building voter contact universes
- Familiarity with the Democratic data & tech ecosystem and commonly used tools
- Ability to clearly communicate deadlines, goals, roadblocks
- Comfort explaining technical concepts to non-technical users, especially VAN usage and data standards
- Willingness to ask questions and grow within a technical role with constantly changing priorities
- Appetite for independent learning
- Nice to have:
- Familiarity with BigQuery
- Experience as a statewide administrator for VAN / VoteBuilder
- Expert in SQL
- Experience building reports in Looker Studio or Tableau
- Familiarity with GIS
